Governance of the Internet is a critical issue for the high-tech world, says Internet pioneer Vint Cerf.

He notes that some governments view the Internet as a key social, business, and political element, which they believe should be in their control. However, some governments feel less in control of these elements as a result of the Internet, and will try to regain their power by extending their reach, Cerf warns.

He points out that some big issues are coming, considering governance includes everything from law enforcement, human rights, and business transactions to intellectual property protection. "That's why Internet governance is Topic A in many quarters," he says.

He's also concerned about the issue of security, and notes that greater security was not built into the Internet from the very beginning because the technology was classified. "We have serious work to do as a community to implement new technologies and adopt practices and standards that will improve the security of the Net," Cerf says.

He cites more encryption, digital signatures, and two-factor authentication as particular areas of need.
