State Department to Form New Cyber Office to Face Proliferating Global Challenges

A new organizational structure at the State Department is meant to better respond to proliferating and evolving international cybersecurity problems.

U.S. officials said the State Department will establish a new bureau of cyberspace and digital policy as part of a reorganization intended to address international cybersecurity challenges.

They said the office will be headed by a Senate-confirmed ambassador-at-large and a special envoy for critical and emerging technology, who will report directly to Deputy Secretary of State Wendy Sherman for at least the first year.

The bureau's three divisions will focus respectively on international cybersecurity issues like deterrence, policy development, and negotiations with allies and adversaries; digital policy; and digital freedom.

Officials said the envoy will oversee coordination of international policy on fields such as artificial intelligence, quantum computing, and biotechnology.
