Law Enforcement Lobbies Hard For Icann Change
U.S. and U.K. law enforcement officials are lobbying ICANN to impose more stringent regulations on registrars for generic top-level domains (gTLDs).
Recommendations from the U.S. Federal Bureau of Investigation (FBI) and the U.K.'s Serious Organized Crime Agency (SOCA) include a measure that would require approved registrars to validate information used to register domain names and one that would reform the use of proxy services used to mask domain name ownership in the WHOIS database. If ICANN follows the advice of the FBI and SOCA, it would either administer the proxy registration itself or provide close oversight of proxy registration companies to ensure there is an audit process and that law enforcement officials are able to trace the identity of a site owner if needed.
ICANN has formed a working group within the Generic Names Supporting Organization to evaluate the proposals, and will issue a report on them in several months.
